Not cleaning your CPU fan can cause it to run slower, or stop working altogether. If the fan fails, then the temperature inside the CPU will increase significantly, which can cause overheating. The easiest way to clean a CPU fan is by using compressed air.
Steps

Step 1. Turn off your computer and unplug the power supply
Remove the cables from the back, and disconnect them from the power source.

Step 2. Place the computer on an antistatic mat that is on top of a table
You may also want to use an antistatic wrist strap that is connected to an electronic ground, such as a metal plumbing fixture. You need to use these devices, because an electric shock from the ground or the floor can damage the information stored on your computer.

Step 3. Open the back of your computer case as directed in the manual
Some CPUs need screwdrivers to open them, while others have buttons that push open the case.

Step 4. Place the can of compressed air two inches from the surface to be cleaned

Step 5. Clean the fan and exhaust using puffs of compressed air
The intakes on the louvered structure filter the air that enters the fan.

Step 6. Spray puffs of compressed air over the fan blades
To loosen accumulations of dirt, hold the compressed air from different angles, rather than spraying large blasts of air. Make sure not to touch anything inside the CPU.

Step 7. Set aside the can of compressed air and close your computer case

Step 8. Clean the exterior of your CPU with a damp cloth that has been dipped in warm soapy water
Dry the surface with a soft towel.

Step 9. Use a damp cloth to clean the power cables while they are connected from the power source
Dry the cables with a soft towel.

Step 10. Reconnect the cables to their original places and turn on your computer
Advice
- Minimize airborne dust by cleaning your room more often. You can also cover your computer to prevent it from getting dusty.
- While you are cleaning the fan, also clean the motherboard and other areas that need it, spraying small bursts of compressed air.
